The White Paper on Mobility and Transport in Italy provides a detailed picture of social, infrastructural, commercial and technological issues related to transport.

Here is the comprehensive index of the issues that the White Paper faces:

1. URBANIZATION AND ACCESS TO TRANSPORT SERVICES
The main demographic dynamics and the transformation of individual and collective lifestyles in recent years in large metropolitan areas, with the photography of some key variables: Evolution of the population in large areas (internal distribution, compared to the total population); Income and productive representation of large metropolitan areas (GDP); Access and use of the various modes of transport. The transformation of the demand for individual transport, with a focus on required, professional and student mobility, the transport demand and recent discontinuities (high speed, the explosion of fuel costs, the crisis of production and wages), transport time and social costs, family organization and transport, the demand for safety and quality.

2. MOBILITY AND PEOPLE - CUSTOMERS, CITIZENS AND MODAL CHOICES
The main investment choices (already available solutions - best practices) that, in times of spending review and scarcity of resources, are able to bring about a transformation in the habits and modal choices, related to to city transport, carried out by citizens, customers and tourists. The Critical Issues: physical infrastructure (Park & Ride, tramways); technological infrastructure (infomobility integrated platforms, payment platforms and integrated ticketing), customer focus (from the priority of supply to the priority of demand, segmentation, recognition and loyalty of customers); intermodality, supply and affordability (rationalization of the "coverage" of the public transport service through the development of services to call, bike-sharing, cycle paths, car-sharing) models for the identification of efficient relationship between private transport and collectively, the role of law and the free market, tourist transport.

3. THE ENERGY BILL, SOCIAL AND ENVIRONMENTAL COSTS
Opportunities related to a new balance between public transport and private sectors, with a focus on the impact of the transport demand and habits changes on environmental and energy bill. Topics analyzed: The household energy bills - the impact of the cost of private vehicles, the brakes on the introduction of new engines; The energy bill of transport companies - conventional engines and return on investment in new powertrains: the dilemma of the electric car; Emissions and fuel consumption: the value of the habits displacement from private to collective transport; Costs of the environmental impact.

4. URBAN CITY LOGISTICS POLICIES AND THEIR IMPACT ON THE MOBILITY
The current characteristics of the organization and management of transport of goods to, from and within major metropolitan areas: the possible relationships between a rational organization of transport of goods and the development of sustainable people mobility. Focus on: The volumes and organization of freight transport in large metropolitan areas (the role of different types: warehouses, retail, retailers, wholesalers, waste collection, delivery times and volumes, types of carriers: corporate fleets and owner-operators), The effectiveness of intermodal and logistics hubs for the organization of flows in metropolitan areas and on the role and effectiveness of regulations: the case of restricted traffic zones and regulation of flows.
